What Is the Difference Between a School Evaluation and a Private ADHD or Autism Evaluation in NJ?

If your child has been struggling in school and you are trying to figure out next steps, you have probably come across two options: a school evaluation through your district, or a private evaluation through a clinician. Both look at how your child is learning and functioning, but they serve very different purposes, follow different processes, and lead to very different outcomes. The core difference is this: a school evaluation determines whether your child qualifies for educational services, while a private evaluation provides a formal clinical diagnosis of ADHD or Autism accepted by doctors, therapists, schools, and other providers. Understanding the difference can save you a lot of confusion and help you advocate more effectively for your child.

As a neurodiversity affirming evaluator based in Middlesex, NJ, I have this conversation with parents regularly. Here is what you need to know.

What Is a School Evaluation?

A school evaluation, sometimes called a Child Study Team evaluation or a district evaluation, is conducted by your child's school district and is funded at no cost to you. You can request one in writing at any time if you suspect your child has a disability that is affecting their ability to access education.

The purpose of a school evaluation is specific: it determines whether your child qualifies for special education services or accommodations under the Individuals with Disabilities Education Act (IDEA) or Section 504 of the Rehabilitation Act. In other words, the school is asking one question: does this child need school-based support, and if so, what kind?

School evaluations are typically conducted by the Child Study Team, which may include school psychologists, learning disability specialists, and other district staff. For certain classifications, outside specialists are also required. Under New Jersey regulations, an Autism classification requires evaluation by a physician trained in neurodevelopment and a certified speech-language specialist. An ADHD classification, which falls under the Other Health Impairment category, requires a medical evaluation. In all cases, the evaluation assesses areas like academic achievement, cognitive functioning, and social-emotional behavior as they relate to school performance.

In New Jersey, once you give written consent for an evaluation to proceed, the school district has 90 calendar days to complete the full process, from assessments through eligibility determination. You do not need to wait to be referred by a teacher. Any parent can request a Child Study Team evaluation in writing at any time.

What a School Evaluation Does Not Include

There are a few important things a school evaluation cannot provide. It cannot give your child a clinical diagnosis of ADHD or Autism. Schools can determine that a child meets criteria for educational classifications such as Other Health Impairment (which covers ADHD) or Autism for the purpose of qualifying for services, but these are eligibility determinations, not clinical diagnoses. They are not accepted by doctors, therapists, or other providers outside the school system, and they do not transfer to other settings.

School evaluations also tend to be less comprehensive than private evaluations. They are designed to answer eligibility questions for school services and may not capture the full picture of your child's neurodevelopmental profile, particularly if your child masks well, is a girl, or does not present in the ways evaluators are trained to recognize.

What Is a Private ADHD or Autism Evaluation?

A private evaluation is a comprehensive, clinical assessment conducted by a licensed clinician outside of the school system. At True Reflections Mental Health Services, evaluations are conducted by me, Janine Kelly, LCSW, C-NDAAP, a Certified Neurodiversity Affirming Assessment Practitioner with specialized training in girls, masking, and late-identified neurodivergence.

A private evaluation goes deeper than a school evaluation. It draws on a wider range of assessment tools, includes detailed information from both parents and the school, and results in a formal clinical diagnosis of ADHD and/or Autism if criteria are met. That diagnosis is accepted by schools, physicians, therapists, employers, and academic institutions throughout New Jersey and Florida.

The written report from a private evaluation is also significantly more detailed, typically 15 to 30 pages, and includes individualized recommendations for home, school, and daily life, not just a determination of eligibility. Assessments at True Reflections MHS may include the CARS-2, MIGDAS-2, SRS-2, Conners 4, Brown EF/A Scales, D-KEFS, BASC-3, NEPSY-II, Sensory Profile, WIAT-4, RIAS-2, and other tools selected based on your child's age, presentation, and the specific referral questions being addressed. Many families use the private evaluation report to then go back to the school and request an IEP or 504 Plan with much stronger documentation behind them. Private evaluations in New Jersey are typically a private-pay investment. At True Reflections MHS, serving central New Jersey and telehealth clients throughout NJ and Florida, a payment plan is available and many families receive partial reimbursement through their insurance plan’s out-of-network benefits.

When Should You Pursue a Private Evaluation?

A private evaluation makes sense in a number of situations. You might consider one if your child has been evaluated by the school and came back without a clear diagnosis, but you still know something is going on. Girls in particular are frequently missed in school evaluations because their presentation does not match what evaluators are trained to recognize.

A private evaluation is also worth considering if the school has told you your child does not qualify for an IEP or 504 Plan, if your child has already been diagnosed with anxiety or depression but treatment is not addressing the root cause, or if you want a complete clinical picture of your child's neurodevelopmental profile rather than just a determination of school eligibility.

Some families pursue both: they request a school evaluation first because it is free and can initiate the process for school accommodations, and then pursue a private evaluation for a more complete clinical picture and a formal diagnosis. The two are not mutually exclusive.

Can I Use a Private Evaluation to Get My Child an IEP or 504 Plan?

Yes, and this is one of the most important things a private evaluation can do for your child. Schools in New Jersey are required to consider outside evaluation results when determining eligibility for special education services and accommodations. A comprehensive private evaluation report with a formal diagnosis gives you significantly stronger documentation to bring to a school meeting.

Many parents find that having a private evaluation in hand makes conversations with the school district much more productive. You go in not just with concerns but with clinical evidence, specific recommendations, and language that schools are required to take seriously.

At True Reflections Mental Health Services, every evaluation begins with a parent intake appointment where I take the time to understand your child's history, current challenges, and your goals for the evaluation. Testing sessions are designed to feel as comfortable and pressure-free as possible, and the final feedback session is where we go through the results together in plain language so you leave with clarity and a real plan.

Evaluations are available for children as young as 2.5 through age 17, and for adults of all ages. I specialize in identifying ADHD and Autism in girls and in children who mask, which means I am looking for presentations that other evaluators frequently miss.

Frequently Asked Questions

Can a school evaluation diagnose ADHD or Autism?

No. A school evaluation can determine that a child meets the criteria for an educational classification such as Other Health Impairment (for ADHD) or Autism, but these are eligibility determinations for school services, not clinical diagnoses. Private evaluations are a private-pay investment not typically covered by insurance. However, many families receive partial reimbursement through their insurance plan’s out-of-network benefits, and a payment plan is available at True Reflections MHS to make the process more accessible. The cost of a school evaluation is always free to families.

Can I use a private evaluation report to get my child an IEP or 504 Plan in New Jersey?

Yes. New Jersey schools are required to consider outside evaluation results when determining eligibility for special education services and accommodations. A private evaluation report with a formal clinical diagnosis gives families significantly stronger documentation to bring to IEP and 504 meetings, and many parents find it makes those conversations much more productive.
